Nach seiner klinischen Tätigkeit als Internist war er u.a. 13 Jahre Amtsarzt in Schleswig-Holstein, gleichzeitig Lehrbeauftragter an Universitäten und Fachhochschulen und Vorsitzender des Fachausschusses für gesundheitlichen Umweltschutz bei der Ärztekammer Schleswig-Holstein; 1991 erhielt er ein Stipendium an der Johns Hopkins University/Baltimore/USA (Epidemiologie) Als Mitglied des Deutschen Bundestages von 1994 bis 2009 war er Initiator und Sprecher in der EnquêteKommission „Ethik und Recht der modernen Medizin“, Mitglied der Parlamentarischen Versammlung des Europarates, dort Vorsitzender des Unterausschusses Gesundheit und stellv.Vors. des Ausschusses für Kultur, Bildung und Wissenschaft. 2009 initiierte er in Straßburg den Untersuchungsausschuss zur Rolle der WHO bei der H1N1 (Schweinegrippe) und war dort nach seinem Ausscheiden aus dem Parlament als wissenschaftlicher Experte weiter beteiligt. Seit 2011 ist er als freier Hochschullehrer, Arzt und Gesundheitswissenschaftler und ehrenamtlich als Vorstandsmitglied und AG Leiter (Gesundheit) bei Transparency International Deutschland engagiert.
